Gov. Paul LePage has issued his budget recommendations for the two years ahead, a plan that includes a complete suspension of the state's revenue sharing with municipalities, tapping reserve funds to make up shortfalls in the state's Department of Health and Human Services and cutting more than 200 positions in state government, all but 12 of which are vacant, according to the Bangor Daily News.
