Portland Democratic Rep. Diane Russell delivered to state budget writers a memo signed by 42 other lawmakers asking to consider legalizing and taxing marijuana as a way to help close a projected $170 million state budget shortfall, according to the Bangor Daily News. In the first 18 months of legalized pot sales, Colorado officials project they'll have generated nearly $180 million in new tax revenue.
