The Portland City Council on Monday approved measures that will require grocery stores and other food sellers to ban use of polystyrene foam containers and charge customers five cents for plastic and paper bags. The regulations have been opposed by several local business groups and characterized as shifting extra costs to customers. But several environmental groups said they will help reduce pollution and energy consumption.
