Portland Mayor Michael Brennan's proposal to increase the city's minimum wage by 2015 is expected to head to the City Council for consideration next month. The proposal calls for an initial increase to $9.50 an hour as early as Jan. 1, 2015, followed by increases to $10.10 in 2016, and to $10.68 in 2017, with subsequent increases made based on annual cost-of-living figures.
