A new report by the Greater Portland Council of Governments found that there is a lack of housing under construction for those earning 80% to 100% of the region's median annual income of about $36,000. To help remedy this, the report suggested a few options, including incentives to encourage the development of more affordable housing, enforcing rent controls, or requiring developers to set aside a certain number of units at affordable rates.
