DEP denies Bowers Mtn. wind project
The Maine Department of Environmental Protection has denied a permit to Champlain Wind LLC, a First Wind subsidiary, for a 16-turbine wind power project at Bowers Mountain in Carroll Plantation. It is the second wind power project for which the state has denied a permit.
The official decision, filed Monday, follows on a staff recommendation in late July that the state agency deny a permit for the project based on what the agency found would be an adverse visual impact on the surrounding environment. A previous, 24-turbine proposal for that site was also denied by the state's Land Use Regulation Commission in 2012.
Champlain Wind may now pursue an appeal of the DEP decision either through the Maine Superior Court or the Maine Board of Environmental Protection.
The Board of Environmental Protection in March reversed the only other wind power project denial issued by the DEP, for a project by Passadumkeag Windpark LLC and Penobscot Forest LLC, adjacent to Saponac Pond.
