Developer, Portland in dispute over $85M project

The developer behind the proposed $85 million “midtown” project in Portland is in an apparent standstill with the city, accusing it of using political maneuvers to prevent the developer from building hotels in place of some housing units it had originally proposed.

The Portland Press Herald reported that Federated Cos. CEO Jonathan Cox said on Friday that the city is attempting to impose new conditions on the project — including ones that discourage hotel development — by improperly voiding a contract to sell 3.5 acres of land to Federated. He also accused city staff of ceasing communication with the developer.

City Manager Jon Jennings told the newspaper that he told city staff to stop communicating with Federated and its contractors after the developer threatened to file a lawsuit in early August. Jennings said the lawsuit threat came after the city had been attempting to negotiate new terms for the project, adding that the city would like to continue negotiating if Federated drops the threat.
