LHL Holdings gets green light for updated mill project

The Biddeford Planning Board approved a Kennebunkport-based real estate developer’s amended site plans for the former Lincoln Mill’s renovation into 181 market-rate apartments.

LHL Holdings LLC and developer Tim Harrington’s original $62 million proposal for the former textile mill consisted of a $50 million hotel with two restaurants and 96 apartment units. In February, Harrington announced the postponement of the hotel’s construction, asking planning board officials to consider new plans that would nearly double the apartment units of the project.

On Wednesday, Biddeford city officials approved LHL Holdings’ amended plans and granted a waiver that allows 79 additional parking spaces. The mill’s development process now consists of two separate phases, with the apartment construction occurring during the first phase and construction on the stand-alone hotel occurring during the second phase according to the Portland Press Herald.

In addition to 181 apartments, the former Lincoln Mill will be home to a 10,000-square-foot fitness club, a 107-seat restaurant and 18,000 square feet of commercial space.

With the approved amendments, total investment in the project jumped from $62 million to $65 million. Construction could start in early spring, and is expected to take 18 to 24 months to complete.
