The Portland Press Herald reported that Carter, who has family ties to Peaks Island, is looking to amend the zoning code for the parcel at 2 Island Ave. Currently the parcel is an island business zone, which prevents multi-family homes with more than four units, so Carter has requested changes that would allow up to 14 units in one building.

“It’s more expensive to build on the island, of course,” Carter told the Press Herald. “You really need the larger number of units in order to make the units affordable.”
