Maine voters have swung in opposition to two tax-related initiatives on the Nov. 3 ballot, according to a poll released Monday.

On Question 4, which asks voters if they want to enact state spending limits under a Taxpayer's Bill of Rights, about 49% of voters said they either planned to vote no or were leaning toward voting no, the poll by Portland-based Pan Atlantic SMS Group found. About 42% said they favored TABOR II, while 9% were undecided.

Of the five major referendum questions covered by the poll, TABOR II saw the largest swing from a poll conducted by the same firm on Oct. 14. Previously, 39% of voters said they favor rejecting the caps while 53% supported them.

On Question 2, which would cut municipal excise tax and exempt hybrid cars from the excise and sales taxes, voters also swung in opposition after being split on the issue. About 61% said they plan to vote against the proposal, while 29% supported it. About 11% were undecided.

Pan Atlantic SMS Group polled 400 likely voters by phone. The results have a 4.9% margin of error.
