Baldacci cuts deeper into education, DHHS

Governor John Baldacci yesterday released his second supplemental budget, spelling out cuts that would eliminate 71 government positions, reduce Medicaid benefits and pull back on education spending.

The plan, along with a round of cuts announced in January, aims to balance the 2008 and 2009 budgets, and stitch up a $190 million revenue hole. The package will not increase taxes or resort to dipping into the state's rainy day fund, a press release stated. But fees will increase for state-run background checks and for licenses that out-of-state malt liquor and wine makers buy to sell in Maine, according to the Portland Press Herald.

Hardest hit are education and health and human services, which together have to curtail spending by $61.1 million.
