Plan to move MERC operations stalled
Casella Waste Systems' plan to build a $15 million processing facility in Westbrook and reduce the amount of trash handled at Maine Energy Recovery Co. in Biddeford has been put on hiatus.
Casella announced the proposal more than a year ago as part of a plan to mitigate MERC's effects on downtown Biddeford, including odor and traffic associated with trash processing. But Brian Oliver, Casella's northeastern vice president, recently told Current Publishing the company has "no immediate plans to move forward with (the Westbrook) facility," citing economic conditions. Meanwhile, Jim Bohlig, the company's chief development officer, told the publishing company that Casella "remains committed" to the project.
As proposed, the plan would have moved trash processing from Biddeford to a facility in Westbrook, where it would be turned into pellets and trucked to Biddeford for incineration, and included an electricity co-op to sell power generated from the incinerator. At the time, Casella had already won approval from the Westbrook planning board to build a $9 million recycling center, and the company planned to reappear before the board to discuss the addition of a trash facility.
