Petition changes, insurance caps OK'ed

Organizations who run petition campaigns to place ballot questions before voters will have to register with the Secretary of State in Augusta if they receive any compensation.

The House yesterday approved LD 1730, which would require firms that are compensated for gathering signatures for a citizen's initiative to register with the Secretary of State, according to the Associated Press. Supporters of the bill say it would help prevent fraud in the people's veto process. The Senate voted in favor of the measure last week.

The House rejected a separate bill that sought a constitutional amendment requiring initiative supporters to show how much their proposal would cost and how it would be funded, accorded to the AP.

In related news, lawmakers Friday approved a bill that prohibits insurance companies from imposing annual or lifetime caps on covered medical services, sending it to Gov. John Baldacci for a signature, according to the Bangor Daily News. The bill, opposed by insurance providers, is similar to a provision in the federal health care reform legislation. Maine's bill would take effect Jan. 1, 2011.
