Central Maine Growth Council has named Matthew Boulerice its 2025 "Developer of the Year," in recognition of his decade-long commitment to rehabbing neglected properties in Waterville and beyond.
The founder of Boulerice Management and New England Realty Group has led more than 125 redevelopment projects across Maine, creating modern, energy-efficient housing options. His work has supported workforce housing needs and encouraged further private investment.
A recent project at 80-88 Elm St. in Waterville transformed a high-vacancy, code-deficient property into a mixed-use building featuring 22 residential units and new commercial leases.
Supported through tax increment financing and a credit enhancement agreement with the city of Waterville, the redevelopment exemplifies how targeted public-private partnerships can catalyze sustainable urban revitalization and expand access to affordable housing.
“Matthew’s projects embody the kind of market-smart, community-centered investment driving Waterville’s economic renaissance,” said Garvan Donegan, president and CEO of Central Maine Growth Council. “His ability to convert underutilized assets into productive, sustainable spaces reflects both sound economic vision and a deep commitment to long-term regional vitality.”
