    Growth should be focused on designated areas where there is already sufficient infrastructure. The Downs in Scarborough is one example. The character of existing neighborhoods needs to be maintained. Designated growth areas are primarily commercial, which includes rental housing units. Commercial development increases total tax revenue, and shifts the burden from residential to commercial.
