Residential construction is sizzling in Portland-South Portland, which ranks among the top five U.S. metropolitan areas for new-home builds in 2025, according to a barometer by Realtor.com.

For the study, the real estate website analyzed the 100 largest metropolitan areas based on four key factors: new-home share of listings; new-home price premiums over existing homes; relative climate risk difference; and buyer demand for new construction based on views per listing median time on the market for new builds.

At the top of the list is the Fayetteville-Springdale-Rogers area in Arkansas, followed by metropolitan areas in Idaho, Tennessee, Texas and Maine at No. 5 with Portland/South Portland. 

Portland-South Portland was also the only northeastern market to crack the top 10, with new builds accounting for 22.1% of for-sale listings. The Casco Bay region is also the only coastal area in the top 10.

'Strong sustainability score'

Researchers note that Portland-South Portland is more affordable than many others in the Northeast, and that includes new homes, which have a median price of $664,8000 compared with $609,967 for existing homes.

“Portland’s strong sustainability score for new construction is due to the new builds in the metro being significantly less flood-prone than the existing home,” Realtor.com notes in its write-up. 

“It is impressive to find a Northeastern market that not only provides so many new builds, but also offers these new builds in prime locations,” the report notes. “The market is also quite strong in Portland, as it is in many other parts of the region, with new homes receiving more than double the amount of page views on Realtor.com than the national average, even as the pace of the market is a bit slower (76 days).”

New construction in the Portland metro is concentrated west and south of the city, in places where Portland is growing. 

“Whether buyers are looking for quaint, small-town living or easy access to Portland, they can find plentiful and well-priced new builds,” according to Realtor.com.

Elsewhere in the Pine Tree state, researchers point to “ strong pockets of new construction” in towns including Wells, Brunswick and Standish.
