Westbrook's sprawling Rock Row development is getting even bigger

Rock Row, the 110-acre, mixed-use complex now under construction in Westbrook, now has 17 more acres to build upon.

Waterstone Properties Group, which is developing the $600 million complex, said Tuesday it has acquired two adjacent parcels of land for an undisclosed price. Waterstone plans to develop 2.5 acres at 50 Larrabee Road and 14.6 acres off Rand Road “either as an overflow to Rock Row or as place for complementary attractions,” said Josh Levy, Waterstone co-founding partner, in a news release.

“The national and international interest in Rock Row has exceeded our most aggressive projections … The parcels will undoubtedly be put to good use and support the success and economic impact of Rock Row to the region.”

The development is 98% leased, with a roster of retail, office and medical occupants, according to Waterstone. Businesses already open include an 80,000-square-foot Market Basket grocery store, a Chick-fil-A restaurant, a Starbucks coffee shop and an REI outdoor goods retail store.

Next up is construction of an “urban village” in the area behind Market Basket and the 200,000-square-foot Rock Row Medical & Research Campus, which has secured New England Cancer Specialists/Dana Farber Cancer Institute as a tenant and is scheduled to open in late 2023.

Waterstone has also announced plans for a 110,000-square-foot convention center at Rock Row, 

Meanwhile, the Maine International Trade Center has been showing off the complex to several global prospects.

“Rock Row is getting the attention of partners globally by clustering innovative leaders in health care, life sciences and Maine’s heritage industries, namely timber and the blue economy,” said Dana Eidsness of MITC.

“We’re excited for the interest that the development has drawn with its unique combination of retail and restaurant experiences, housing and synergistic adjacencies for our partners. It’s really something Maine and the region has not seen before. It is proving to be a tremendous draw.” 

Plans call for the eventual development of over 2 million square feet at Rock Row, including a 122-room boutique Element Hotel by Westin and other retail, dining, entertainment and office tenants.

Waterstone, headquartered in Needham, Mass., purchased the Rock Row site in 2017. The project is being built around a 400-foot-wide, 300-foot-deep former quarry that dates to the 1940s and is naturally filled with water. The developer expects the complex to become the second-largest retail and mixed-use site in New England, attracting more than 6 million visitors a year.
