Baldacci denies bills

Governor John Baldacci has said he will not sign four bills, including one to establish a Maine fund of funds that would have attracted close to $80 million in venture capital funds for innovative companies.

Baldacci described two of the nixed bills as "unacceptable expansions of gambling." They would have allowed state police to issue cribbage licenses to charities or fraternal organizations and permitted nonprofits to conduct games of chance without a license, the Associated Press reported. The fourth bill would have shifted public notice of government business to the Internet.

Baldacci said the fund of funds bill, which required that Maine back venture capital loans, carried too much risk for the state.

By not signing the bills, Baldacci is effectively vetoing them because the Legislature has adjourned, the AP said.
