Baldacci floats energy plan

Gov. John Baldacci has unveiled an energy plan to help Mainers stay warm this winter, which he says eliminates the need to hold a special legislative session proposed by Republican lawmakers.

Baldacci proposes using $12.6 million to invest in weatherization programs, low-income heating assistance and alternative modes of transportation, as well as offering a voluntary four-day work week to state employees, the Associated Press reported. Democratic leadership praised the plan, while Republican leadership criticized it for its "piecemeal" approach, the AP said.

Baldacci said the Republicans' plan to hold a special session, which would cost $40,000 a day, to consider transferring $10 million from the state's rainy day fund for low-income heating assistance, would be too expensive. Under Baldacci's plan, the Maine State Housing Authority would pull funds from future allocations to use immediately, the AP said.
