Great Falls Construction builds new town hall for Hollis

Gorham-based Great Falls Construction Co. is putting the finishing touches on an 18,500-square-foot new town hall for the York County town of Hollis, located at 34 Town Farm Road.

“The previous building was essentially a raised ranch dwelling modified to accommodate the staff on two floors of the building,” Town Manager Richard Morin told Mainebiz. 

“The former town hall was very tight,” he added. “There was no room for expansion. The new facility has much room for growth, has capacity for emergency shelter if needed and is a much more practical, safe and service-oriented facility.”

Morin said accessibility was a high priority.

“The building is fully accessible with auto-door openers," he said. "Service counters are staged at a level where seated service is available and the parking is very generous and easily handicap friendly.”

“The heating system is a dual heat pump system which allows for both heat and air conditioning,” Morin added, “and of course the building is also served by a generator system to enable it to remain in service under difficult conditions.”

Cost of the project came in at $7.5 million, $2.5 million of which Morin said were grant funds, with the remainder coming from general funds and TIF fund accumulation.

Morin is the town’s first manager, hired this past July, after the town voted a change in government and added two additional select board members, bringing the number to five.  

“My impression is that these changes are stepping stones to manage the growth and challenges that smaller towns face these days,” Morin said.

The town’s current population is close to 5,000 and Morin said he’s seeing slow but consistent growth.

The design and site work team on the town hall project included Custom Concepts Architecture and Northeast Civil Solutions, both based in Scarborough, and Freeport-based Bennett Engineering.
