In Portland, affordable home ownership taking shape at Dougherty Commons

Maine Cooperative Development Partners has started installing the first phase of a 20-unit affordable condominium project at 57 and 65 Dougherty Court, off Douglass Street in Portland.

The energy-efficient modular units are being built at KBS Builders’ South Paris factory and installed on site by Brunswick-based Backyard ADUs. 

The condos will be made available to Mainers earning up to 100% of the Area Median Income for Portland, which is $90,900 for an individual, $103,850 for a two-person household and $134,040 for a family of four, according to MaineHousing.

One-bedroom units are expected to be priced at $268,800 and three-bedroom units are estimated to list for $325,000. 

Homes must be owner-occupied; no rental use is permitted and occupancy is targeted for the end of this year.   

“We have 16 out of 20 units spoken for,” Liz Trice, partner at Portland-based Maine Cooperative Development Partners, told Mainebiz. “Four of the eight one-bedrooms are still available, and we have a waiting list for the three-bedroom units. We’re taking new applications on a rolling basis.”

The project is part of Dougherty Commons, a site formerly owned by the city of Portland. The city put out a request for proposals in 2020 with the goal of developing the land for mixed income, permanently affordable housing.

Construction crews are installing the modular units on site. A 16-unit building will be installed Sept. 15-17, 7 a.m. to 7 p.m., and the public is welcome to watch the process.

The Szanton Co.'s 45 Dougherty apartment complex was completed on the site this past summer and all 63 affordable units are now occupied. 

Maine Cooperative Development Partners plans to add 42 more one-, two- and three-bedroom condos to the property in the second half of 2026. 

The development is adjacent to the Dougherty Fields recreation complex, close to METRO bus lines and within walking distance of the Portland Transportation Center at Thompson’s Point.

“We’re excited to bring long-term, affordable homeownership opportunities to Portland residents in such a vibrant, connected location,” said Trice.

The project is being funded by MaineHousing, the city of Portland’s Jill C. Duson Housing Trust Fund, Skowhegan Savings Bank, and Blue Hub Impact Capital. Trice said MCDP will handle sales and no real estate commissions will be included.
