Mastway Development builds 32-unit apartment complex in Gardiner

Matt Morrill is creating a bit of a mini affordable housing boom in central Maine. 

Morrill’s Mastway Development recently completed a 38-unit apartment building at 99 Western Ave. in Augusta and now has two more projects in the works — in Hallowell, where Mastway is headquartered, and Gardiner.

The Gardiner project is a 32-unit complex being built on the corner of Summer Street and Route 201, within a short walk of downtown businesses and shopping.

All of the apartments will be made available to residents earning no more than 60% of the area median income, which for one individual equals $36,720 in Kennebec County. The equation varies based on the size of the household.

The complex’s name, Iron Heights, pays homage to the site’s former occupant, T.W. Dick steel manufacturing, which abandoned the site in 2010.

Morrill purchased the property from the city for $90,000 and broke ground in April after the city had performed extensive brownfields remediation.

“We established an affordable housing TIF district for the property with a 30-year, 50% credit enhancement agreement on the property taxes," Melissa Lindley, economic development director for Gardiner, told Mainebiz.

“The Iron Heights development is a great addition to our downtown,“ she added. “We do not have any other large-scale, new-build housing projects under construction right now, there are several other housing developments in discussions or in the early planning phase across the city."

Of the other projects under discussion, "none have been specifically identified as affordable housing right now, but they include subdivisions of large parcels, redevelopment of underutilized commercial properties, or adding a few housing units within buildings downtown," Lindley said. 

Augusta-based LaJoie Brothers construction company is the builder for Iron Heights, which is targeted for completion by the middle of 2026.
