Tax credits will help finance more than 300 affordable apartments in Maine

Eight projects that will add 311 affordable apartments in Maine will receive $14.3 million in federal and state tax credits, according to a joint announcement from Gov. Janet Mills and MaineHousing.

The affordable housing tax credits will finance dwellings for older adults and families across eight development sites in Biddeford, Belfast, Lewiston, Portland, South Portland and Rockland. (Scroll down for the full list of projects and locations.)

Mills signed the state's affordable housing tax credit into law in 2020. Since then, MaineHousing has allocated $65.5 million to support the construction or preservation of 982 affordable rental homes.

“We have more work to do, but we are a step closer to the day we can say to every family who wants to live and work here in Maine, ‘Welcome home,’” said Mills, a Democratic candidate for U.S. Senate in the 2026 election.

Projects slated to receive tax credits 

  • Belfast Birches, 24 units for adults 55 and older;
  • Quebec Commons, Biddeford, 45 units for adults 55 and older;
  • The Rochambeau, Biddeford, 46 units for adults 55 and older;
  • Soleil Apartments 2, Lewiston, 28 family units;
  • The Woodbury, Portland, 51 units for adults 55 and older;
  • Cumberland Housing, Portland, 50 units for adults 55 and older;
  • Landry Heights, South Portland, 38 units for adults 55 and older; and
  • McLain School Housing, Rockland, 29 family units.

The combined tax credits for the projects are expected to generate $62.7 million in private investment.

In addition, MaineHousing estimates that development related to the planned rental homes will generate $116.9 million in overall economic activity.

"The developments represent a significant addition to our portfolio at a time when the need for affordable housing has never been greater," said Dan Brennan, director of MaineHousing.

"As a result of the resources we've received from Gov. Mills and a broad, bipartisan coalition of lawmakers who have supported MaineHousing's programs, we continue to make great progress in meeting the urgent demand for affordable housing in our state,” he added.
