Guv's insurance czar heads for approval

Governor John Baldacci's nominee for state superintendent of insurance appears likely to be confirmed, despite concerns from business groups that she may increase insurance assessments to support Dirigo Health.

The Legislature's Insurance and Financial Services Committee voted 8-5 along party lines to recommend the appointment of Mila Kofman, who is currently an associate research professor at the Georgetown's University Health Policy Institute in Washington, D.C., according to the Associated Press. The Senate can only reject a gubernatorial nomination in a two-thirds vote, so the committee's endorsement virtually assures Kofman's approval in a Senate of 18 Democrats and 17 Republicans.

Kofman was endorsed by three out-of-state insurance superintendents and groups like the Maine Medical Association. But opponents, who note her 2005 testimony against easing insurance regulations in Maine and her former position on the board of Consumers for Affordable Healthcare, worry she will encourage a single-payer system and oppose high-risk pools. Kofman has maintained that she would support policies adopted by the Legislature, The Times Record reported.
