Maine agency to map gaps in cellphone coverage

The Maine Connectivity Authority will launch a statewide survey to identify gaps in cellphone coverage and reliability as it shapes an action plan to improve mobile service for everyone. 

Many areas across the state struggle with weak or inconsistent service due to Maine’s remote terrain and the high cost of expanding wireless networks. The Cellular & Wireless Action Plan aims to combine technical analysis with input from residents and business owners to inform investments that can improve connectivity.

The online survey includes a map where respondents can place a point on any "dead zone" without cell service, so that the authority can address those gaps in its action plan.

"Reliable cellular service is no longer a luxury — it's essential for public safety, economic vitality and everyday life," said Andrew Butcher, president of the Maine Connectivity Authority.

"Reliable cell service unlocks opportunities for economic development, strengthens emergency response capabilities and gives our rural communities the tools they need to thrive in the digital age," he added.

The study will identify priority areas for infrastructure improvements, inform policy recommendations and guide strategic investments in cellular infrastructure.

Established in 2021, the Maine Connectivity Authority is the state's public agency charged with achieving universal access to reliable, affordable, high-speed internet service statewide.

“We rely on people coming to visit Maine, to go to our restaurants, to stay in our lodges, and if people can’t get cellphone service they won’t necessarily come," said state Rep. Liz Caruso, R-District 72.

With community input from surveys, technical mapping data and local partnerships, the MCA aims to provide a comprehensive roadmap for strengthening the state's cellular network in its action plan.

Timetable

The Maine Connectivity Authority is asking for survey responses from Maine residents, business owners and others by Dec. 8. It plans to issue an interim report in early 2026 and a final version later in the year that incorporates public feedback.
