Navy approves prison uses

The Navy has outlined the type of development it will accept at the site of the former prison at the Portsmouth Navy Shipyard in Kittery, ruling out retail stores, tourist operations, casinos, hotels, motels and other businesses with unrestricted public access.

Instead, the Navy will consider proposals for office space, a correctional facility or light industry. Any use must be compatible with the shipyard's security restrictions, the Portland Press Herald reported.

The Navy hopes to sign a 50-year lease with a developer to redevelop the 265,000-square-foot prison, which has been vacant for more than 30 years, the paper reported. An earlier plan to turn the jail into office space fell through when the developer, Joseph Sawtelle, died in 2000.
