Affordable housing developments are ready to go in Rockland and Augusta

Construction of two affordable housing developments has finished up in Rockland and Augusta — part of the push in both cities and across Maine to tackle an affordable housing shortage.

Rockland

A 49-unit affordable senior housing development was unveiled last week with a Veterans Day celebration honoring U.S. veteran and Rockland resident Leroy “Flag Man” Peasley.

Developers Collaborative opened Peasley Park, for residents age 55 and older, at 118 Maverick St., to help address the Knox County city’s senior housing crisis.

Penobscot General Contractors in Falmouth was the general contractor.

The $17.4 million project was undertaken in collaboration with the Maine State Housing Authority, Archetype Architects, Gorrill Palmer, Trillium Engineering Group, Mechanical Systems Engineers and Bennett Engineering.

Financing included low-income housing tax credits administered by MaineHousing.

Peasley Park offers 49 senior housing units on 2.5 acres. It includes efficiency and one-bedroom apartments, 17 of which are fully accessible. At least 60% of units serve households earning 50% of the area median income or less, with the remaining units serving households earning up to 60% of area median income. Eleven units are dedicated to residents with special needs.

Rent starts at $710 per month and $745 per month, depending on the unit. Income limits apply.

Community amenities include a common room, laundry and fitness facilities, storage and broadband infrastructure to support telemonitoring and telehealth services. The property features a park, raised garden beds and 62 parking spaces, including accessible options. Peasley Park is within half a mile of Sherman’s Bookstore and Hannaford’s Supermarket and Pharmacy, which also hosts a Rockland DASH bus stop.

“Peasley Park is the leading and most visible example of Rockland’s approach to addressing its senior housing crisis,” said Bunker, who shared 2025 Mainebiz Business Leader of the Year recognition with Laura Reading, Developers Collaborative’s director of affordable housing.

He added, “We’re especially proud that this community carries Leroy Peasley’s name, honoring a man whose service and spirit touched so many in Rockland, while providing quality housing for the city’s senior residents."

Augusta

In Augusta, a ribbon-cutting is scheduled for Wednesday, Nov. 19, for Sturgeon Landing Apartments at 18 Park St., with 32 affordable family units. 

The $10.9 million Augusta Housing Authority project was made possible through local, state and federal financing, including the federal low-income housing tax credit program administered in Maine by MaineHousing; tax credit syndicator CREA LLC, headquartered in Indianapolis with an office in Boston; Bangor Savings Bank, the Genesis Fund and tax increment financing funding form the city of Augusta, according to a news release.

Augusta Housing received development support from Developers Collaborative.

The two- and three-bedroom apartments are designed to meet the needs of working families. The development including energy-efficient building standards, o n-site parking and indoor and outdoor community spaces, as well as convenient access to schools, shopping and services.

The apartment complex is on the 1.84-acre site of the long-gone American Tissue Mill, near the Kennebec River.

At least 60% of the units will be rented to households earning 50% of area median income or less and the remaining units rented to households earning no more than 60% AMI. 

There will be are16 one-bedroom units in the three-story building which range in size from 488 to 839 square feet, nine two-bedroom units that range from 677 to 824 square feet, and seven apartments of three bedrooms each, the largest of which is 932 square feet. 

Sturgeon Landing is on a public bus route. The entrance is within a half-mile from the Lillian Parks Hussey School and a Walgreens. C&C Realty Management is the leasing agent.

Amenities include shared indoor storage for bikes/strollers, an office, laundry room, a community room with kitchenette, broadband, among other things.

The ribbon-cutting will include tours of the property.
