Pew gives Maine a "C"

The Pew Center on the States has handed Maine a poor report card, slapping state government with a C for how well it manages its budget, staff, infrastructure and information.

Maine's low ranking is mostly the result of state agencies lacking performance measurements, according to the report, available here. "Performance-based budgeting in Maine has been a casualty of the state's legislative term limits law," the report says. Maine received a B- in 2005, the last time the Pew Center passed down grades.

Only Alaska, Arkansas, Illinois, California, New Jersey, Massachusetts, Rhode Island and New Hampshire received an equally low, or lower, grade. The worst grade, a D+, was given to New Hampshire because the state is not monitoring its costs and performance and has "tortuous business processes," the reports states. Utah, Virginia and Washington received the highest grade of all states, an A-.
