Portland OKs Brighton Avenue housing complex that will add 50 affordable units

Developers Collaborative has received final approvals from the Portland Planning Board and secured funding to go ahead with the development of a 50-unit affordable housing complex at 1125 Brighton Ave.

The four-story building will be on a 0.77-acre parcel of city-owned land next to the Barron Center long-term care facility and on the corner of Holm Avenue. It’s across the street from the Pine Tree Shopping Center.

The apartments will be rented to a mix of families with incomes ranging from 30% to 80% of the area mean income and referrals from social services agencies, in an effort to provide housing for those struggling to afford a roof over their heads.

It’s a joint project between Developers Collaborative and ProspertyME, a Portland nonprofit which will become the owner of the complex and support tenants through wraparound social services and property management.

Developers Collaborative will lease the property from the city for a total of $75,000 over 30 years. 

The team was selected by Portland City Council in May from among three other developers who responded to the city’s request for proposals for an affordable housing project at the site.

Originally the city had hoped to develop a second parcel on the site, behind the Barron Center and adjacent to the Maine Turnpike, but the city is unsure if that piece of land is suitable for housing for a variety of reasons.

Portland-based Developers Collaborative has built affordable and senior housing projects across the state and last year developed the city’s 52,000-square-foot, 208-bed Homeless Service Center for adults at 654 Riverside St. 

Kevin Bunker, the firm’s founder and principal, told Mainebiz that along with 1- and 2-bedroom apartments at the Brighton Avenue complex, he plans to also build 3- and 4-bedroom apartments to accommodate families, for which he sees an urgent need. 

Total cost of the project will be $21 million, funded in part by a mix of Low-Income Housing Tax Credits and state subsidies for affordable housing through MaineHousing.

Bunker said he expects to break ground during the summer of 2026, with a targeted completion date of fall 2027. He and his partners have not yet selected a builder. South Portland-based Gorrill Palmer is handling sitework and Invivid Architecture, headquartered in Portland, is the design firm.
